I have never worked on one like that but I am getting onto restoring these old test pieces. I have had a lot of luck doing so. I have restored a few pieces like a scope and generator in the last few years.

I opened her up last night. The VTVM had no paper caps. I did notice that there was a resistor changed. They had two resistors in parallel that were 10%. The result was the resistance was too high. I also found out that the batteries have to be positive ground. I set the two pots that control a 10volt and a 40 volt level according to the schematic. I then calibrated the unit using my fluke to set the control voltages. I would like to find some wire to re pair the test leads. Other than that it is working fine.
